History reference

there was no single effective system for ensuring the protection and rational use of the land and its subsoil, water resources, atmospheric air, flora and fauna. Excessive fragmentation of environmental functions in various ministries and departments led to the fact that state bodies designed to monitor the state of the environment duplicated each other's activities and were extremely inefficient. Gross miscalculations and mistakes were made in determining the main tasks in the field of nature protection and the use of natural resources, which often led to a deterioration in the environmental situation and unjustified losses of material and financial resources.

In order to rectify the situation, in 1988 a decision was made to radically restructure nature conservation in the country. One of the main steps was the creation on the basis of the relevant departments of ministries and committees of the USSR USSR State Committee for Nature Protection(Goskompriroda of the USSR), which was entrusted with the tasks of implementing the integrated management of environmental activities in the country, developing and implementing a unified scientific and technical policy in the field of nature protection and rational use of natural resources.

As part of the formation of a unified system of the USSR State Committee for Nature Protection, similar structures were created in all Union republics. In March 1988, the central body of state administration in the field of nature protection and the use of natural resources on the territory of the RSFSR was created - RSFSR State Committee for Nature Protection(Goskompriroda of the RSFSR).

In June 1990, the Declaration on State Sovereignty of the RSFSR was adopted, which affirmed the principle of separation of legislative, executive and judicial powers. The implementation of the principles of separation of powers in practice required an administrative reform, which resulted, among other things, in the transformation of the Goskompriroda of the RSFSR into State Committee of the RSFSR on Ecology and Nature Management.

In July 1991, as part of the implementation of measures to ensure the state management of the national economy of the RSFSR during the transition to a market economy, the State Committee was transformed into Ministry of Ecology and Nature Management of the RSFSR. But already in November 1991, in order to ensure the stability of the system of state authorities and administration in the RSFSR during the period of radical economic reform, a large-scale transformation of the executive authorities of the RSFSR was carried out, during which, on the basis of the abolished Ministry of Ecology and Nature Management of the RSFSR, the Ministry of Forestry of the RSFSR, The State Committee of the RSFSR on Geology and the Use of Subsoil and the Committee on Water Resources under the Council of Ministers of the RSFSR was formed Ministry of Ecology and Natural Resources of the RSFSR(then - the Ministry of Ecology and Natural Resources of the Russian Federation), which in September 1992 was reorganized into Ministry of Environmental Protection and Natural Resources of the Russian Federation.

In 1993, in order to improve state management in the field of water management, improve water supply to the population and the national economy, the ecological state of water bodies, the Committee for water resources, on the basis of which it was formed Committee of the Russian Federation for Water Management(Roskomvod).

However, the separate management of the industry was recognized as ineffective, and in 1996, during the next formation of the structure of the federal executive authorities on the basis of the abolished Ministry of Environmental Protection and Natural Resources of the Russian Federation, the Committee of the Russian Federation on Water Management and the Committee of the Russian Federation on Geology and Subsoil Use, created Ministry of Natural Resources of the Russian Federation and State Committee of the Russian Federation for Environmental Protection, whose functions were transferred to the Ministry of Natural Resources of the Russian Federation in 2000.

The next transformation of the Ministry was carried out in 2004. As part of the administrative reform, federal agencies and services were formed, to which some of the functions of the Ministry of Natural Resources were transferred.

In 2008, on the basis of the Ministry of Natural Resources of the Russian Federation, Ministry of Natural Resources and Ecology of the Russian Federation. The functions of developing and implementing state policy and legal regulation in the field of environmental protection were also transferred to the new ministry.
