on the content and main directions of state policy in the sphere of competence of the Ministry of Natural Resources of Russia
The Ministry of Natural Resources and Ecology of the Russian Federation (Ministry of Natural Resources of Russia) is a federal executive body responsible for the development of state policy and legal regulation in the field of study, use, reproduction and protection of natural resources, including subsoil, water bodies, forests, animal objects of the world and their habitat, land relations related to the transfer of lands of the water fund, forest fund and lands of specially protected territories and objects (in terms of lands of specially protected natural areas) to lands of another category, in the field of forest relations, in the field of hunting, in the field of hydrometeorology and related fields, state environmental monitoring (state environmental monitoring), which includes state monitoring of the radiation situation on the territory of the Russian Federation, as well as in the development and implementation of state policy and legal regulation in the field of environmental protection, including issues related to the management of production and consumption waste (hereinafter referred to as waste), atmospheric air protection, state environmental supervision, specially protected natural areas and state environmental expertise.

In the field of nature management
The state policy in the field of nature management is implemented within the framework of the state program of the Russian Federation "Reproduction and use of natural resources" (approved by the Decree of the Government of the Russian Federation of April 15, 2014 N 322).
The main goals of the state program are: sustainable provision of the country's economy with mineral reserves and geological information about the subsoil, sustainable water use while maintaining aquatic ecosystems and ensuring the protection of the population and economic facilities from negative impact waters, as well as ensuring the conservation, reproduction and rational use hunting resources.
The goals set will be achieved by solving the following tasks: increasing the geological knowledge of the territory of the Russian Federation and its continental shelf, the Arctic and Antarctic, obtaining geological information to meet the needs of various industries and Agriculture, as well as substantiating the outer boundary of the continental shelf, ensuring the reproduction of the mineral resource base and the rational use of mineral resources.
It also provides for the solution of such key issues as ensuring the socio-economic needs for water resources, protecting and restoring water bodies, ensuring the safety of water management systems and hydraulic structures, ensuring the protection of the population and economic facilities from the negative impact of water, ensuring the conservation and reproduction of hunting resources.
The implementation of the activities included in the program is planned for the period from 2013 to 2020.
The state program includes the following subprograms: "Reproduction of the mineral resource base, geological study of the subsoil", "Use of water resources". "Preservation and reproduction of hunting resources", "Ensuring the implementation of the state program", as well as the passport of the federal target program "Development of the water management complex of the Russian Federation in 2012 - 2020".
The volume of financial support for the implementation of measures provided for by the state program from the federal budget is 594,811,295.3 thousand rubles (in current prices).
During the implementation of the program, the following results will be obtained.
In the field of geology and subsoil use, by the end of 2020, geological maps on a scale of 1:1,000,000 will be drawn up for the entire territory of the Russian Federation and its continental shelf; the study of promising areas of the territory of the Russian Federation and its continental shelf will increase by 45%; the increase in oil reserves will be 6010 million tons, natural gas - 12600 billion cubic meters. m, coal - 7120 million tons; uranium - 96.5 thousand tons, iron ore- 1600 million tons; gold - 4072 tons. The share of licenses sold without deviating from the essential terms of license agreements will increase to 80%.
In the field of water management, it is expected to increase the availability of water resources to 5.6 million people in water-deficient regions; a 1.5-fold decrease in the water intensity of GDP; reduction in the share of contaminated wastewater in the total volume of discharges into surface water bodies by 1.4 times; increase in the share of the population protected from the negative impact of water up to 83.2% in 2020.
The achievement of these indicators will also be ensured within the framework of the implementation of the FTP "Development of the water management complex of the Russian Federation in 2012-2020".
In the field of conservation and reproduction of hunting resources, it is planned to increase the level of development of the limits for the extraction of hunting resources for certain species to 74% by 2020; ensuring the effectiveness of hunting control, minimizing other factors that negatively affect the number of hunting resources, etc.
In the field of subsoil use
As part of the implementation of the state policy in the field of geology and subsoil use, the following goals and objectives have been determined.
Purpose: sustainable provision of the country's economy with reserves of mineral raw materials and geological information about the subsoil.
To achieve this goal, the following tasks should be solved:
Increasing the geological knowledge of the territory of the Russian Federation and its continental shelf, the Arctic and Antarctic, obtaining geological information. When solving this problem, the implementation of a set of interrelated measures will be ensured for conducting regional geological and geophysical and geological survey works, creating a state network of reference geological and geophysical profiles, parametric and ultra-deep wells, carrying out works for special geological purposes, carrying out geological and geophysical work on earthquake prediction , conducting hydrogeological, engineering-geological and geoecological surveys, monitoring the state and protection of the geological environment, obtaining and ensuring the preservation of geological information;
Ensuring the reproduction of the mineral resource base. When solving this problem, the implementation of a set of measures for the reproduction of the mineral resource base of hydrocarbon raw materials, groundwater, and solid minerals will be ensured;
Ensuring the rational use of mineral resources. When solving this problem, a scientifically based system of requirements for the comprehensive study and rational use of mineral resources will be created, a state subsoil fund will be formed, developed in the interests of present and future generations. The solution of this problem will be facilitated by the implementation of the main measures for the scientific and technical support of geological exploration and scientific and analytical support of the state policy in the field of development and use of the mineral resource base, as well as the coordination and control of activities for the implementation state system subsoil use licensing.
The required volume of federal budget allocations for the implementation of the main measures for the state geological study of the subsoil for the period 2013-2020 is, in accordance with the state program, 331,673,824.90 thousand rubles.
In the field of water resources
The main objectives of the FTP "Development of the water management complex of the Russian Federation in 2012 - 2020" are:
guaranteed provision of water resources for sustainable socio-economic development of the Russian Federation;
conservation and restoration of water bodies to a state that provides environmentally favorable conditions life of the population;
ensuring the protection of the population and economic facilities from floods and other negative impacts of water.
To achieve the goals of the Program, the following tasks will be solved:
elimination of local shortages of water resources in water-deficient regions of the Russian Federation;
improving the rationality of the use of water resources;
reduction of negative anthropogenic impact on water bodies;
restoration and ecological rehabilitation of water bodies that have lost their ability to self-purify;
increasing the operational reliability of hydraulic structures by bringing them to a safe technical condition, including ownerless ones;
ensuring the protection of the population and economic facilities from the negative impact of water by engineering protection structures;
development and modernization of the system of state monitoring of water bodies. The implementation of measures for the development of the water management complex is expedient within the framework of the federal target program, since these measures:
are among the priorities for the formation of targeted programs, and their implementation makes it possible to improve the quality of life of the population and the quality of the environment, guarantee the protection of the population and economic facilities from emergencies of a natural and man-made nature, to ensure the energy and food security of the Russian Federation;
relate to issues of the federal level, their implementation is largely within the competence of a number of federal executive bodies of the Russian Federation due to the fact that the majority of water bodies and all major hydraulic structures are in federal ownership;

Financing of the activities of the Program is envisaged to be carried out at the expense of the federal budget, the budgets of the constituent entities of the Russian Federation, local budgets and extra-budgetary sources.
In the event of a reduction in the volume of financing of activities from the budgets of the constituent entities of the Russian Federation, the forecast volumes of co-financing of these activities of the Program from the federal budget will be reduced proportionally.
To achieve the set goals and solve problems within the framework of the Program implementation, a set of measures is envisaged in the following areas:
construction of new reservoirs and reconstruction of hydroelectric facilities of existing reservoirs to create additional regulatory capacities and increase water yield in areas experiencing a shortage of water resources (including reservoirs for seasonal and long-term flow regulation);
construction of water supply systems for complex purposes from surface sources;
restoration and ecological rehabilitation of water bodies, including small rivers;
implementation of measures to prevent the negative impact of water, ensure the operational reliability and safety of hydraulic structures, as well as the construction of engineering protection facilities for settlements and strategically important economic facilities;
In the field of forest resources
The implementation of the main directions of state policy in the field of use, protection, protection and reproduction of forests is carried out within the framework of the state program of the Russian Federation "Forestry Development" for 2013 - 2020 (approved by the Decree of the Government of the Russian Federation of April 15, 2014 N 318).

The Ministry of Natural Resources of Russia in pursuance of paragraph 126 of the Updated Schedule for the Preparation and Consideration in 2016 of Draft Federal Laws, Documents and Materials Being Developed in the Preparation of the Draft Federal Budget for 2017 and the Planning Period of 2018 and 2019, approved by order of the Government of the Russian Federation dated June 15, 2016 No. ISH -P13-3532, work is underway to amend the state program of the Russian Federation "Reproduction and use of natural resources".
The draft Decree of the Government of the Russian Federation "On Amendments to the State Program of the Russian Federation "Reproduction and Use of Natural Resources" for 2013-2020 was considered and approved at a meeting of the Public Council under the Ministry of Natural Resources and Ecology of the Russian Federation (conclusion dated December 20, 2016 N 68 / 35-h).

Mission and strategic goals

The strategic goals are formulated in the Action Plan of the Ministry for a five-year period:

there was no single effective system for ensuring the protection and rational use of the land and its subsoil, water resources, atmospheric air, flora and fauna. Excessive fragmentation of environmental functions in various ministries and departments led to the fact that state bodies designed to monitor the state of the environment duplicated each other's activities and were extremely inefficient. As part of the formation of a unified system of the USSR State Committee for Nature Protection, similar structures were created in all Union republics. In March 1988, the central body of state administration in the field of nature protection and the use of natural resources on the territory of the RSFSR was created - RSFSR State Committee for Nature Protection(Goskompriroda of the RSFSR).
In June 1990, the Declaration on State Sovereignty of the RSFSR was adopted, which affirmed the principle of separation of legislative, executive and judicial powers. The implementation of the principles of separation of powers in practice required an administrative reform, which resulted, among other things, in the transformation of the Goskompriroda of the RSFSR into State Committee of the RSFSR on Ecology and Nature Management.
In July 1991, as part of the implementation of measures to ensure the state management of the national economy of the RSFSR during the transition to a market economy, the State Committee was transformed into Ministry of Ecology and Nature Management of the RSFSR.
